lines or costs, to work out such fine or costs upon the streets
and alleys or other improvements or works of the City.
When this is done, any such person so working shall be
allowed as a credit against the fine or costs, the same wages
as are paid regular employees of the City for the same work.
206. APPEALS. Any person so sentenced to any fine,
penalty or imprisonment, as in this sub-title provided, shall
have a right of appeal to the Circuit Court for Allegany
County, within ten days from the date of the judgment ap-
pealed from.
INTERPRETATION
207. SEVERABILITY. If any section or part of this
Article is found invalid or unconstitutional by a court of
competent jurisdiction, as to any person or set of circum-
stances, such invalidity or unconstitutionally shall not affect
other persons or sets of circumstances, nor shall it affect
other sections or parts of this Article and the application
thereof.
208. WOMEN. Women shall be eligible for all municipal
offices provided for in this Article, if they have the same
qualifications herein required for men; whenever the mascu-
line gender has been used as to any such offices it shall be
construed to include the feminine gender.
209. EXISTING ORDINANCES. All ordinances, resolu-
tions, rules and regulations in effect in the City at the time
this Article is adopted, and not in conflict with the provisions
of this Article, shall remain in effect until amended, altered
or repealed according to the terms of this Article.
210. EXISTING LIENS. All right, title and interest held
by the Mayor and City Council or any other person or cor-
poration at the time this article is adopted, in and to any
lien acquired under any prior Charter of the City, are hereby
preserved for the holder in all respects as if this Charter had
not been adopted, together with all rights and remedies in
relation thereto.
CHARTER AMENDMENTS
211. AUTHORIZED. Amendments to this Charter may be
made by proposal and approval within the City of Cumber-
land as hereinafter provided. Charter amendments may add
a new section or sections to the Charter, repeal a section or
sections of the Charter, or amend a section or sections of the
Charter.
