health; to prohibit the erection of such buildings or the con-
tinuance of such noxious or injurious occupations therein,
whenever the public health or comfort requires it.

(46) OBSTRUCTIONS. To remove all nuisances and obstruc-
tions from the streets, lanes and alleys and from any lots
adjoining thereto, or any other places within the limits of the
City.

(47) PIPES. To regulate the making of private connections
with sewer, gas and water pipes, and to compel the owners
of property to bring such connections inside of the curb of
streets before permanent improvements thereof; in default
of the owner's making such connection, to authorize the City
to do so at the owner's expense, and to make such expense a
lien upon the property.

(48) POSTERS. To regulate or prohibit the exhibition or
carrying of posters, banners, placards, advertisements or
handbills in the streets, alleys or public places.

(49) PUBLIC ACCOUNTANT. To appoint a public accountant
to make periodic audits of the finances and accounts of all
City offices and agencies.

(50) QUARANTINE. To establish quarantine regulations, in
the interests of the public health.

(51) SALES. To regulate, license, tax, restrain, or prohibit
all sales advertised as removal sales, fire sales, closing out
sales, reduction of stock sales, damaged goods sales, salvage
sales, inventor}^ sales, auction sales, and all other sales similar
in character to any of the foregoing.

(52) SECOND-HAND STORES. To license, tax and regulate
second-hand and junk stores, and to forbid their purchasing
or receiving from minors any articles whatever without con-
sent of their parents or guardians.

(53) SHOWS. To regulate, license, tax, restrain or prohibit
theatres, moving picture houses, theatrical and all other
exhibitions, shows or entertainments for which money is
demanded or received; except that lectures on scientific, his-
toric, benevolent, artistic, religious or literary subjects,
apparatus for the elucidation of the same, and specimens of
fine art shall not be deemed to be within this power.

(54) SIDEWALKS. To regulate the use of sidewalks and all
structures in, under or above the same; to require the owner
or occupant of premises to keep the sidewalks in front of the
same free from snow and other obstructions; to prescribe
hours for cleaning the same.
