(25) FIRE ZONES. To define fire limits in the City and the
character of buildings which are forbidden to be erected
within such limits, and to prohibit the erection of buildings
in the City without a license first obtained therefor, and to
regulate the construction of buildings to prevent the spread
of fire.

(26) FIREWORKS. To prevent or regulate the use or sale
of firearms, fireworks, bonfires or other things or practices
tending to endanger persons or property.

(27) FISCAL YEAR. To establish a fiscal year for the City,
pursuant to the general laws of the State.

(28) FOOD. To inspect, and require the condemnation, if
unwholesome, and to regulate the sale, of meats, poultry,
fish, butter, oleomargarine, cheese, lard, vegetables, and all
other food products.

(29) FRANCHISES. To grant specific franchises or rights in
or relating to the streets, lanes, alleys and parks of the City,
either on, above, or below the surface of the same, for a
period not to exceed fifty years unless renewed, and provided
notice thereof shall first have been published for at least two
weeks in two newspapers published in the City.

(30) GAMBLING. To restrain and prohibit gaming.

(31) GARBAGE. To prevent the deposit of any unwhole-
some substance, either on private or public property; to
compel its removal to designated points; to require slops,
garbage, ashes and other waste or unwholesome materials to
be removed to designated points, or to require the occupants
of premises to place them conveniently for removal.

(32) GRANTS IN AID. To accept gifts and grants of Federal
or State funds, and from any agency of the Federal or State
governments, and to expend the same for any lawful public
purpose, agreeably to the conditions under which the gift or
grant was made.

(33) HAWKERS. To license, tax, regulate, suppress and
prohibit hawkers and itinerant dealers, peddlers, pawn-
brokers and all other persons selling any articles on the
streets of the City, and to revoke such license at pleasure.

(34) HOSPITALS. To erect and maintain hospitals or insti-
tutions for mental defectives, within or without the City
limits

(35) HOUSE NUMBERS. To regulate the numbering of
houses and lots and to compel owners to renumber the same,
