HEALTH
149. BOARD OF HEALTH. The Board of Health shall
consist of the City Manager, the City Engineer, and a
reputable practicing physician of the City to be appointed
by the Mayor and City Council. No member of the Board
shall receive any compensation for serving as such. The Board
shall select a qualified person to be Health Officer, who shall
be a member of the Unclassified Service and have such duties
as may be set by the Board or by order or ordinance of the
Mayor and City Council. The Health Officer shall be the
head of the Health Department.
150. COOPERATION. The Mayor and City Council may
by order or ordinance provide for the cooperation of the City
Health Officer with the State and County Departments of
Health.
151. HEALTH OFFICER, The Health Officer shall be
charged generally with maintaining the public health of the
City, and shall have power generally to do all acts and to
promulgate and enforce such regulations as may be neces-
sary or expedient for the promotion of health and the sup-
pression of disease in the City. He shall enforce all quaran-
tine regulations, abate all nuisances that may affect the
health of the residents of the City, and perform such other
duties as the Mayor and City Council may prescribe. He
shall be authorized to enter all houses and other places, public
and private, at all reasonable times, in the discharge of his
duties.
WATER SYSTEM
152. WATER DEPARTMENT. There shall be a Water
Department, the head of which shall be the Superintendent of
Water, who shall be a member of the Unclassified Service.
153. GENERAL POWERS, (a) The City, through the
Water Department, shall operate the water system and water
works of the City, with full right to construct, reconstruct,
enlarge, alter, improve or dispose of all parts, installations,
and structures thereof.
(b) It may contract for, purchase, lease, and hold, in fee
simple or for a term of years, any real estate, water or water
course, and also the right to use any such property. It may
acquire and real estate or building materials necessary for im-
proving or enlarging the water system. It shall have the right
to enter and pass through, and to use and occupy, all lands
