ment is also authorized to revoke any such license; provided,
however, if such license be refused to an applicant or be re-
voked after having been granted, the applicant or licensee,
as the case may be, shall have the right to appeal from the
decision of the Department to the Superior Court of the City
of Baltimore, or to the Circuit Court for the counties, to
show cause why such license shall not issue or be revoked.
If the court decides that no sufficient cause exists for not
granting the license or for revoking the license, the court
may order the Department to issue such license or to cancel
its order of revocation.

33. The superintendent of any institution, public, corporate
or private, or almshouse, which may be duly authorized to
hold in custody any insane person in accordance with law,
may appoint one or more of the attendants or other em-
ployees of such places as policeman or policemen, whose duty
it shall be, under the orders of said superintendent or man-
ager or1 keeper, to arrest and return to such asylum or other
institution for the treatment of the insane any insane person
who may escape therefrom, and to protect the property and
premises of said institution, provided the person or persons
so appointed shall be commissioned by the Governor under
the provisions of Article 23, Sections 337 to 343, both inclu-
sive, of the Code.

38. Every person confined in such places as are hereinbe-
fore mentioned shall be furnished at all times with paper,
envelopes, stamps, pen and ink or pencil; shall at all times
have access by correspondence with the Department of
Mental Hygiene and some one other person whom such
lunatic may designate every month under seal, which com-
munication shall be forwarded by the officer, superintendent
or keeper who may be in charge of such person or place; and
any such officer, superintendent or keeper who shall fail to
forward such communication shall be deemed guilty of a
misdemeanor and upon conviction shall be subject to a fine
or imprisonment, in the judgment of the court before which
such case may be tried.

40. The medical superintendent or chief officer of any
institution, hospital, home or retreat for the insane may re-
ceive and detain therein for purpose of care and treatment
any person who is desirous of submitting himself for treat-
ment and makes application therefor in writing, at the ex-
pense of such person, or the expense of his relatives or
friends, or of the County in which such person resides upon
the consent of the County Commissioners thereof, or of the
City of Baltimore, if such person resides therein, upon the
