(13) Disclosing any proposed action or movement in the
department.

(14) Asking or accepting a bribe for performance of
duty.

(15) Unnecessary use of revolver or club.

(16) Or any other wilful or flagrant violation of rules
and regulations of the Police Department.

(17) Any conduct prejudicial to the best interests of
the Police Department. Any member so suspended or re-
moved may appeal to the Board of Police Examiners,
(b) The Board of Police Examiners, or a majority there-
of, may prefer charges against the Chief of Police for any
offense against law or good morals, for neglect of duty, in-
efficiency, physical or mental disability, or breach of disci-
pline. The Chief of Police shall be entitled to a hearing upon
such charges. If, after such a hearing, the Board of Police
Examiners finds that such charges have been sustained, they
may suspend, remove, dismiss, or discharge said Chief of
Police. The Chief of Police shall be entitled to appeal such
decision of the Board of Police Examiners to the Board of
County Commissioners of Anne Arundel County.

421. Use of Prisoners for Work.

(a) Subject to the conditions prescribed in this section,
the Chief of Police of Anne Arundel County may from time
to time obtain the custody of persons sentenced to the county
jail of Anne Arundel County for the performance of labor
and services in and about the police stations of said County
now or hereafter established. The Sheriff of Anne Arundel
County is hereby authorized, upon the written request of the
said Chief of Police and with the prior consent of the
State's Attorney of the County, to transfer any able bodied
male person, sentenced to serve a term of not more than
three months in the county jail, to the custody of the County
Police, to be held by them for any portion, or portions, of
the unexpired term for which such person was sentenced.
Any person so transferred to the custody of said depart-
ment shall forthwith be taken to a police station in Anne
Arundel County and he shall be confined to the premises of
the station until such time as he may be returned to the
county jail. It shall be the duty of the department to pro-
vide for the transportation, guarding, lodging, feeding, cloth-
ing and medical care of all persons so held by it. While in
custody of the department, such persons shall be employed,
without compensation, in performing such services in and
