CHAPTER 609

(House Bill 642)

AN ACT to add a new section to the Code of Public Local
Laws of Anne Arundel County (1947 Edition), said new
section to be known as Section 185A, providing that Sec-
tions 165 to 185 inclusive of said Code shall have no appli-
cation to the issuance of, or the guarantee by the County
Commissioners of Anne Arundel County of the payment
of the principal and interest on bonds authorized to be
issued and guaranteed by Sections 84 to 99 inclusive, 486
to 537 inclusive and 559 to 565 inclusive of said Code,
limiting the applicability of Section 181 of said code,
validating the issuance of, and the guarantee by the Coun-
ty Commissioners of the payment of the principal and in-
terest on, all such bonds issued since the effective date
of Chapter 185 of, the Acts of the General Assembly of
Maryland of 1939.

WHEREAS, the Anne Arundel County Budget Law was
passed by the General Assembly of Maryland at its January
Session in the year 1939 as Chapter 185 of the Acts of that
year, and said law has now been codified as Sections 165 to
185 inclusive of the Code of Public Local Laws of Anne
Arundel County (1947 Edition); and

WHEREAS,, the extent of the applicability of certain of the
provisions of said Act, with respect to the creation of any
floating debt, obligation or liability on the credit of the
County, is not clear; and

WHEREAS,, it was not the intention of the General Assembly
of Maryland by said Act to interfere in any way with the
continuing authority granted to issue bonds under the pro-
visions of certain Acts which are now codified as Sections
84 to 99 inclusive, 486 to 537 inclusive and 559 to 565 in-
clusive of the Code of Public Local Laws of Anne Arundel
County (1947 Edition) (being respectively the Annapolis
Metropolitan Sewerage Commission Act, the Sanitary Dis-
trict Act and the Taxing and Assessment District Act), nor
was it the intention of the General Assembly of Maryland
by said Chapter 185 of the Acts of 1939 to interfere in any
way with the continuing authority granted the County Com-
missioners of Anne Arundel County by the above mentioned
Acts to guarantee the payment of the principal of and in-
terest on any bonds so issued; and
