he shall receive an annual salary of Forty-Eight Hundred
Dollars.
5. The Council shall convene at least once in every
month during the year, and as much oftener as may be
required. All powers granted to the City of Hagerstown
which are not otherwise specifically bestowed shall be ex-
ercised by the Council or at its direction.
6. The Council shall establish, subject to other provi-
sions of this charter, such departments within the govern-
ment of the said City of Hagerstown as it may deem neces-
sary and desirable. The said Council shall fix the salaries
of all employees and appointees of the said City of Hagers-
town, including the salaries of all department heads but
not including the salary of the Mayor or the Councilmen
or other officials specially provided for in this Charter. The
departments of the said City government shall be subject
to such regulations and shall follow such procedures as the
Council shall prescribe. The 'said Council may require any
employee or official of said City of Hagerstown to give
bond, in any amount to be determined by said Council, for
the faithful discharge of his duties.
7. The Mayor with the advice and consent of the Coun-
cil shall appoint the heads of all departments of the gov-
ernment of the said City of Hagerstown as established by
this charter or by ordinance of the Council and said de-
partment heads shall be subject to removal by vote of
four-fifths of the whole Council or by vote of three Coun-
cilmen with approval by the Mayor.
8. All ordinances passed by the City Council shall be
sent to the Mayor for his approval. He shall return the
same to the next general or special meeting of the Council,
with his approval or disapproval, or, if he so desires, he
may approve an ordinance at the meeting at which it was
passed. Any ordinance returned by the Mayor, with his
disapproval, shall not become a law unless subsequently
passed at the first regular meeting thereafter by a four-
fifths vote of the Council.
9. Every officer of the town, including department
heads, except the judges and clerks of election and police-
men, before entering upon the discharge of the duties of
the office to which he may be elected or appointed, shall take
and subscribe the following oath or affirmation before the
clerk of the circuit court for Washington County, or one
