by the Board of Aldermen, providing the appeal be taken
within fifteen days from the rendition of the decision and the
opinion of the Police Commission. The powers and limita-
tions of the Board of Aldermen shall be as hereinbefore pro-
vided when appeal is made to it from a specific offense. Either
the Commission or the Board may find, when a matter is
properly before it, that the previous suspension, suspensions
or punishment of any kind was unwarranted and take such
action in regard thereto as they deem proper. The same rules
shall prevail in the conduct of these hearings as provided
above.

In all matters herein provided for a hearing before the
Board of Aldermen, the Mayor shall sit with the Board and
vote only as in any case provided for in the Charter of
Frederick City.

SEC. 2. And be it further enacted,, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 593
(House Bill 588)

AN ACT to authorize and empower the town of North
Beach, Calvert County, to borrow from time to time on
its faith and credit a sum or sums of money not exceeding
Four Hundred Thousand Dollars ($400, 000), in the aggre-
gate, and to evidence said borrowing by the issuance to
the lender or lenders of its general obligation serial
maturity coupon bonds in like par amount and, for the
purpose of paying the principal and interest of said bonds,
to levy ad valorem taxes without Imitation as to rate or
amount on all assessable property in said municipality,
and to impose water and sewer rents and front-foot bene-
fit assessments and make the same a lien 011 the property
served; and to. use the money so borrowed for the purpose
of constructing a water and sewerage system for said
municipality, including sewerage disposal plant; and to
repeal Chapter 544 of the Acts of 1947 and providing for
a referendum thereon.
