(d) All nomination papers comprising a petition shall be
assembled and filed with the Town Clerk as one instrument,
not earlier than sixty days nor later than thirty days before
the election. The Town Clerk shall make a record of the exact
time at which each petition is filed and shall take and preserve
the name and address of the person by whom it is filed. Within
seven days after the filing of a nomination petition the Town
Clerk shall notify the candidate and the person who filed such
petition whether or not it is found to be signed by the required
number of qualified electors. If a petition is found insuffi-
cient, the Town Clerk shall return it immediately to the
person who filed it with a statement certifying wherein the
petition is found insufficient.

(e) Within the regular time allowed for the filing of peti-
tions such a petition may be amended and filed again as a
new petition or a different petition may be filed for the
same candidate. Any eligible person placed in nomination
as hereinbefore provided shall have his name printed on the
ballots if within seven days after notification to him by the
Town Clerk he shall have filed with the Town Clerk a written
acceptance of the nomination in the following form:

to serve if elected.

The petition of each person nominated to be a Councilman
shall be preserved by the Town Clerk until the expiration
of the term of office for which he has been nominated.

664. (Responsibility of Manager—Powers of Appointment
and Removal. ) The Town Manager shall be responsible to the
Council for the proper administration of all affairs of the
town placed in his charge, and to that end, he shall have the
power to appoint and remove all officers and employees ex-
cept the Town Solicitor who shall be appointed with the con-
