tions relating to the maintenance of a bridge and pro-
hibiting the Town of Betterton from levying taxes
against certain property in the Town for a sewer system.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 41 and 42 of Article 15 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Kent
County", subtitle "Betterton", be and it is hereby repealed.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 92

(Senate Bill 169)

AN ACT to repeal and re-enact, with amendments, Section
145 (c) of Article 2B of the Annotated Code of Mary-
land (1947 Supplement), title "Alcoholic Beverages, "
sub-title "County Dispensaries, " changing the time for
the payment of certain net profits of the County dispen-
sary of Kent County to the County Commissioners of
said County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 145 (c) of Article 2B of the Annotated Code
of Maryland (1947 Supplement), title "Alcoholic Bever-
ages", sub-title "County Dispensaries", be and it is hereby
repealed and re-enacted, with amendments, to read as
follows:

145. (c) KENT COUNTY. (1) All net profits arising
from the operation of said dispensaries and branch dis-
pensaries, as aforesaid, shall be first applied toward pay-
ment of any and all sums, advanced to or borrowed by
the Liquor Control Board. After such sums have been paid,
the said Liquor Control Board shall be authorized to create
and maintain a reserve fund not to exceed twenty thousand
dollars ($20, 000) including the total inventory of such
stock and supplies on hand, to provide adequate working
