such contract contains a provision designating the com-
missioner and his successor or successors in office to be its
true and lawful attorney upon whom may be served all
lawful process in any action, suit or proceeding instituted
by or on behalf of an insured or beneficiary arising out of
any such contract or where the insurer enters a general
appearance in any such action, suit or proceeding.
278. (Constitutionality. ) If any provision of this sub-
title or the application thereof to any person or circum-
stances is held invalid, such invalidity shall not affect other
provisions or applications of this sub-title which can be
given effect without the invalid provision or application,
and to this end the provisions of this sub-title are de-
clared to be severable.
279. (Short Title). This sub-title may be cited as the
Unauthorized Insurers Process Act.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1949.

AN ACT to repeal and re-enact, with amendments, Section
28 of Article 23 of the Annotated Code of Maryland
(1939 Edition), title "Corporations", sub-title "Amend-
ments After Organization", authorizing amendments to
charters of corporations after organization.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 28 of Article 23 of the Annotated Code of
Maryland (1939 Edition), title "Corporations", sub-title
"Amendments After Organization", be and it is hereby
repealed and re-enacted, with amendments, to read as
follows:
28. (a) Every corporation of this State, heretofore
or hereafter incorporated, may from time to time and in
the manner hereinafter provided, amend its charter and
thereby accomplish any one or more of the following
objects: The addition to or diminution of the corporate
purposes and powers, or the substitution of other purposes
