and procedures, and establish such minimum standards, con-
sistent with the provisions of this Article, as shall be neces-
sary to carry out the provisions of this Article and to perform
its duties hereunder; for the purpose of protecting the general
public safety, the safety of persons operating, using or travel-
ing in aircraft or persons receiving instructions in flying or
ground subjects pertaining to aeronautics and the safety of
persons and property on land or water including the power
to promulgate reasonable rules and regulations whereby per-
sons engaging in aeronautics may be required to establish
financial responsibility for any damage or injury caused by
such operators, and developing and promoting aeronautics in
this State. No rule or regulation of the Commission shall
apply to airports or air navigation facilities owned or oper-
ated by the United States.

(b) (Conformity to Federal Legislation and Rules. ) No
rule, regulations, orders or standards prescribed by the Com-
mission shall be inconsistent with, or contrary to, any Act
of the Congress of the United States or any regulations pro-
mulgated or standards established pursuant thereto. These
regulations should not, however, be more severe, nor should
they duplicate the federal requirements, where federal regu-
lations now exist.

(c) (Filing. ) The Commission shall keep on file with the
Clerk of the Court of Appeals and the Department of Legis-
lative Reference and at the principal office of the Commission,
a copy of all its rules and regulations for public inspection.

(d) (Distribution. ) The Commission shall provide for the
publication and general distribution of all its orders, rules,
regulations and procedures having general effect.

22. (Federal Airman and Aircraft Certificates. )

(a) (Operation Without Unlawful. ) It shall be unlawful
for any person to operate or cause or authorize to be operated
any civil aircraft within this State unless such aircraft has
an appropriate effective certificate, permit or license issued
by the United States, if such certificate, permit, or license is
required by the United States. It shall be unlawful for any
person to engage in aeronautics as an airman in the State
unless he has an appropriate effective airman certificate, per-
mit, rating or license issued by the United States authorizing
him to engage in the particular class of aeronautics in which
he is engaged, if such certificate, permit, rating or license is
required by the United States. If any person shall be found
guilty by a court of competent jurisdiction of violating any
provision of this subsection, he shall, upon conviction, be
