cluding pay, pension and retirement rights, which attach
to such seniority and status or either.

A re-employee shall also be restored, upon reinstatement
or re-employment to the Merit System status or classifi-
cation, if any, held by him at the time of his entry into the
armed services, and shall be given credit for the addi-
tional seniority above provided. He shall not be discharged
from the position to which he is reinstated or in which he
is re-employed without substantial cause within one year
after reinstatement, and only for the reasons and in the
manner provided in any Merit or Civil Service System
law, ordinance or rule, if applicable.

Any re-employee, upon reinstatement or re-employment,
shall start at the salary which he would have received at
that time if he had remained continuously in the service of
the State or other governmental unit by whom he was
employed at the time of his entry into the armed services.

9. In administering the directions of this sub-title as
to reinstatement and re-employment of Second World War
Veterans, the following rules shall apply:

(a) Where two or more such Veterans occupied the
same position and have successively gone into the
armed forces, their respective priority for rein-
statement to that position shall be chronological, in
the order in which they entered the armed forces,
but the first qualified applicant shall be entitled to
be reinstated in, and hold the position until one
with a prior valid claim makes application for it.

(b) Where one such qualified Veteran is unable to be
reinstated in, or hold the position which he left to
enter the armed forces, because of the prior right
of another such Veteran, such displaced Veteran
shall be given a comparable position, if one is
available. If no comparable position is available, he
shall have the right to appointment to the most
comparable position which is available and for
which he is qualified, and if he does not desire such
most comparable position, or none is available, he
shall be placed on an eligible list for appointment
to the same position which he held at the time he
entered the armed forces, or for appointment to a
comparable position, whichever he prefers. Quali-
fied Second World War Veterans shall be placed
at the head of such eligible lists, and, where two
or more such Veterans are on the same eligible list,
their priority for employment shall be determined
by the length of their previous public service, in-
