defined, for the entire period he has been so absent and
engaged.

2. The term "United States, " when used geographically
in this sub-title, means only the territorial limits of the
several States of the United States and the District of
Columbia.

3. "Election" shall mean any municipal primary elec-
tion held in the City of Baltimore during the effective
period of this Act.

4. "Board" or "Supervisors" means the Board of Super-
visors of Election of Baltimore City.

239C. Every Absentee Resident shall be entitled to
vote at any municipal primary election in Baltimore City
in the manner hereinafter provided in this sub-title.

The time for holding a municipal primary election shall
be fixed at a date not earlier than seventy days (70) before
the Tuesday next after the first Monday in May, nor later
than sixty days (60) before the Tuesday next after the
first Monday in May of the year in which the municipal
elections in said City of Baltimore are to be held; provided,
however, that said primary election for the year 1947 shall
be held on Tuesday, March 4, 1947, and any person wishing
to file a certificate of candidacy in any such
municipal primary election shall file his certifi-
cate of candidacy with the Board of Super-
visors of Elections of Baltimore City at least sixty days
(60) before the date on which the said municipal primary
election is to be held for that year. However, all the pro-
visions of Section 239 of Article 33 of Flack's Annotated
Code of Maryland (1939 Edition), (or Section 52 of House
Bill No. 39 of the 1945 Session), except those that are
inconsistent with the provisions set out in this new sub-
title, shall continue in full force and effect, and those pro-
visions of Section 239 which are inconsistent with this sub-
title are hereby suspended for as long a time as this sub-
title may be effective.

At any time before any such election, any Absentee Resi-
dent, who has reason to believe that because of his status
as such he will be unable to vote in person at such election,
may make application in writing to the Board of Super-
visors of Elections of Baltimore City, requesting that he
be sent an Absentee Ballot. Such application shall be
signed by the applicant and shall disclose the applicant's
full name and last home address in Baltimore City, the ad-
dress to which the Absentee Ballot shall be sent, and that
he is in the armed forces of the United States or otherwise
