certain conditions, means of voting by mail at municipal
primary elections hereinafter to be held in the City of
Baltimore, by certain residents of the City of Baltimore
absent and engaged in the military or naval service of
the United States, as hereinafter defined, due to the
present war; and further providing under certain con-
ditions, means of registration by said residents, the
appointment of such judges of elections and Board of
Registry, and of substitute supervisors or elections as
may be necessary to carry out the provisions of this
Act; and defining their power and duties, and fixing
their compensation; imposing certain additional duties
upon the Supervisors of Elections of Baltimore City;
and providing for the creation of a War Ballot Com-
mission, defining its powers and duties; authorizing
all the boards, commissions and election officials herein
mentioned to use any and all facilities that may be fur-
nished by the United States, or any department or agency
thereof, that may be available unto them, in carrying
out the purposes of this Act; rendering Sections 63 to
68 of Article 33 of Flack's Annotated Code of Maryland
(1939 Edition) inapplicable to residents entitled to vote
by virtue of this Act; and further providing that this
Act shall be liberally construed to effectuate its pur-
poses; making certain acts criminal offenses and pre-
scribing penalties therefor; suspending all laws incon-
sistent with this Act to the extent of such inconsistency;
providing for the Severability of the various provisions
of this Act; providing that this Act shall not terminate
until the present war shall cease; and providing that
this Act shall take effect June 1, 1945.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That twenty-four new sections be and they are hereby
added to Article 33 of Flack's Annotated Code of Maryland
(1939 Edition), title "Elections, " sub-title "Primary Elec-
tions, " said new sections to follow immediately after Sec-
tion 239 of said Article and to be under the sub-title "Vot-
ing by Mail in Municipal Primary Elections in Baltimore
City, " to be known as Sections 239A, 239B, 239C, 239D,
239E, 239F, 239G, 239H, 239-1, 239J, 239K, 239L, 239M,
239N, 239-0, 239P, 239Q, 239R, 239S, 239T, 239U, 239V,
239W, and 239X, and to read as follows:

VOTING BY MAIL IN MUNICIPAL PRIMARY
ELECTIONS IN BALTIMORE CITY

The object of this bill is to provide that absentee resi-
dents of Baltimore City, as herein defined, at the time of
