he is entitled shall be collected and paid over to the County
Commissioners of his county and shall be credited to the
general funds of the County.

SEC. 2. And be it further enacted, That if any provision
of this Act or the application thereof to any person or cir-
cumstance is held to be invalid, such invalidity shall not
affect the remainder of this Act or the application of such
provision to other persons or circumstances.

SEC. 3. And be it further enacted, That all laws, or parts
of laws, whether Public General or Public Local Laws, in-
consistent with the provisions of this Act; be and they are
hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1945.

AN ACT to add two new sections to Article 25A of the
Annotated Code of Maryland, 1939 Edition, title "Char-
tered Counties of Maryland, " sub-title "General Pro-
visions, " said new sections to be known as Section 1A
and Section IB and to follow immediately after Section
1 of said Article, relating to the manner of nominating
and electing members of the county council of any
County adopting a charter under the provisions of Ar-
ticle XIA of the Constitution of the State of Maryland,
and providing that no citizen of any such chartered
County who is a registered voter therein shall be pro-
hibited from being a candidate for or serving in such
county council if elected on the general ticket by a
majority of the qualified voters of such County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That two new sections be and they are hereby added to
Article 25A of the Annotated Code of Maryland, (1939
Edition), title "Chartered Counties of Maryland, " sub-
title "General Provisions, " said new sections to be known
as Section 1A and Section IB, to follow immediately after
Section 1 of said Article, and to read as follows:
