SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 195 and 196 of Article 13 of the Code of
Public Local Laws of Maryland (Higinbotham's 1942
Code), title "Harford County, " sub-title "County Commis-
sioners, " be and they are hereby repealed, and that a new
section, to be known as Section 195 of Article 13, be en-
acted to read as follows:
195. The Commissioners shall appoint a duly qualified
person, a resident of said County, as the Clerk to the said
Board. If required by the said Commissioners, the Clerk
shall execute a bond to the State of Maryland in such sum
as may be required by said Commissioners, conditioned for
the true and faithful performance of the duties of his of-
fice; and if said bond shall be so required it shall be record-
ed in the office of the Clerk of the Court.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1945.

AN ACT to repeal and re-enact with amendments Section
43 of Article 63 of the Code of Public General Laws of
Maryland, title "Mechanics' Lien, " sub-title "Garages, "
providing advertisement for the sale of property referred
to therein may be published in other than a daily news-
paper.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 43 of Article 63 of the Code of Public General
Laws of Maryland, title "Mechanics' Lien, " sub-title
"Garages, " be repealed and re-enacted with amendments
to read as follows:
43. Any corporation, firm, individual, association or
person who may have a lien under this sub-title or any
motor vehicle or part thereof for repairs, rebuilding or
storage, or having furnished for or on account of said
motor vehicle and parts, accessories or tires may, if the
account is due and unpaid for a period of thirty days and
if the lienor still retains possession of the same, sell said
motor vehicle or part thereof at public sales at some place
