SECTION 1. Be it enacted by the General Assembly of Maryland,
That three new sections be and they are hereby added to
Article 21 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Talbot County, " sub-title "County
Commissioners, " said new sections to be known as Sections
69C, 69D and 69E, to follow immediately after Section 69
of said Article, and to read as follows:

69C. The County Commissioners of Talbot County shall
have the following express powers:

(1) To. acquire by purchase or condemnation real or
leasehold property needed for any public purpose and to
erect buildings thereon for the benefit of the County and
to sell at public or private sale any real or leashold property
belonging to the County when no longer needed for public
use;

(2) To grant any franchise or right to use any county
highway, street, lane, alley or bridge for a period not longer
than 25 years upon such terms, conditions and compensa-
tion as said commissioners may deem proper;

(3) To provide for the appointment and removal of all
county officers except those whose appointment or elec-
tion is provided for by the Constitution or Public General
Laws;

(4) To fix and prescribe the salary or compensation
of all appointed officers and employees of the County, and
to prescribe and provide for the payment of the traveling
and other expenses of the State's Attorney and all appoint-
ed officers and employees of the county incurred in the per-
formance of their official duties;

(5) To provide for the prompt collection of all taxes
due the county by authorizing discounts or imposing penal-
ties;

(6) To provide for competitive bidding for any county
work and the making and awarding of contracts for the
purchase of materials and supplies in excess of $500 and
to require bonds in connection with said work or contracts,
whenever deemed proper;

(7) To provide for grading, paving, regrading, repav-
ing, curbing, recurbing, or repairing any road, now or
hereafter condemned, ceded, opened, widened, extended
or straightened as public property and for levying for the
cost thereof on the assessable basis of the county;

(8) To fix the allowance or compensation to the Sheriff
or other person for boarding and keeping prisoners in the
county jail.

69D. No ordinance or resolution shall be adopted by
the county commissioners for the sale of any property
