The Board of Public Works, in fixing the annual salaries of
each of the said Clerks of Baltimore City, and of the Clerk of
the Circuit Court of Frederick County, shall be guided in the
exercise of its discretion in regard thereto by the dollar
volume of the total fees collected and of excess fees turned
over to the State for each of the preceding five (5) years by
the Clerk's office for which the salary is being fixed, and the
number of cases instituted and tried in the Court for which
the salary is being fixed, by the volume of docket entries and
recordings transcribed by the office for which the salary is
being fixed, and by any other pertinent and relative data,
bearing on the reasonableness of the salary in relation to the
work done and volume handled by the office, it being the
intent of this Act that each clerk shall receive fair and ade-
quate compensation for the effort and duties required by his
office, and volume and character of work done by him as
Clerk, in proportion to the salaries fixed by the Legislature
for the Clerks of the Circuit Courts of the several counties.
(b) The Clerks of the Circuit Courts of the several counties
of the State shall be entitled to receive respectively, the annual
salaries hereinafter set forth and no more, as follows:
The Clerk of the Circuit Court of Calvert County shall be
entitled to receive the annual salary of $3, 500.
The Clerks of the Circuit Courts of Dorchester, Kent, St.
Mary's, Harford, Caroline, Somerset, Queen Anne's, Worces-
ter, Talbot, Howard, Wicomico and Charles Counties, shall
each be entitled to receive the annual salary of $3, 600.
The Clerk of the Circuit Court of Garrett County shall be,
entitled to receive the annual salary of $4, 000.
The Clerk of the Circuit Court of Carroll County shall be
entitled to receive the annual salary of $4, 200.
The Clerk of the Circuit Court of Baltimore County shall be
entitled to receive the annual salary of $4, 800.
The Clerks of the Circuit Courts of Anne Arundel, Wash-
ington and Allegany Counties shall each be entitled to receive
the annual salaries of $4, 800.
The Clerk of the Circuit Court of Cecil County shall be
entitled to receive the annual salary of $5, 000.
The Clerks of the Circuit Courts of Montgomery and Prince
George's Counties shall each be entitled to receive the annual
salaries of $5, 400.
(c) The salaries of the Clerks of Courts shall be payable
semi-monthly from the fees, receipts and emoluments of the
office, after first deducting therefrom the necessary expenses
of the office, including salaries of deputies and clerks, books,
stationery, office supplies and other necessary and customary
expenses of doing business. If there shall be any excess of the
fees, receipts and emoluments of the office in any year, after
