shall establish and maintain a department for the supervision
and licensing of dogs, including the fixing of license fees,
classes of licenses, handling, impounding and disposing of
dogs, and they shall establish centrally located public dog
pounds in the County, purchase and provide necessary equip-
ment, employ adequate personnel, and have full power and
authority properly to administer the provisions of this Act.

The Board of County Commissioners shall appoint Dog
Wardens who shall have all the powers of a constable or other
peace officer in the execution of the provisions of this Act,
including the service of a warrant of arrest, or of replevin for
a dog; to make arrests, and to prosecute charges in connection
with unlawful acts or violations relating to or growing out
of such enforcement.

Beginning in January each year, Wardens shall make a
complete, can vass of the election district or districts for which
they are appointed and shall compile a census, in a book fur-
nished by the County Treasurer, showing the names and post-
office addresses of every householder in each district; and, after
the name of each member of a household that owns or harbors
a dog, they shall record a complete description of each dog
and examine and record the license numbers of all current
license certificates. The Wardens may carry a license book
and offer licenses to cover any currently unlicensed dogs, and
if such license is not obtained, the Wardens shall serve a ten-
day notice on the delinquent and proceed with prosecution as
provided herein.

It shall be the duty of the duly appointed Wardens dili-
gently to seek out, pursue and destroy in as humane manner
as possible all unlicensed dogs known to be living in a wild
state in the county of his district, to collect all dead dogs
found on the public grounds or highways of his district and
either to bury or otherwise effectually to dispose of all such
carcasses; and to respond promptly to all calls relating to
proper enforcement of this Act. Compensation of the Wardens
and other personnel shall be fixed by the Board of County Com-
missioners.

256B. (Licensing of Dogs. ) It shall be unlawful for any
person to own or harbor a dog unless licensed as provided in
this Act. Licenses shall not be required for dogs under the age
of four months which are not at large. The license period shall
run for the calendar year; namely from January 1st to Decem-
ber 31st, inclusive, and the license fee, which shall be the only
license or tax on dogs in this County and which is payable at
the office of the County Treasurer, or to such other agents, at
such other places as may be designated by the Board of
