under any election held under this Act, but any person f eel-
ing aggrieved by their decision may appeal therefrom to
the Circuit Court for Wicomico County at any time with-
in ten days from the date of such decision, and the said
Court is hereby vested with jurisdiction to hear, and deter-
mine such appeal and to impose the costs thereof upon such
party thereto as the said Court may deem right and proper.

SEC. 13. And be it further enacted, That the said Com-
missioners may provide by ordinance for the good govern-
ment of the Town, for the preservation of the peace and
order therein and for securing to the residents of said
Town all rights of persons and property to which they are
by law entitled: to suppress all disorderly meetings; to
prohibit the use of profane language and indecent and dis-
orderly conduct in said Town; to prevent the obstruction
. of its sidewalks and streets; to regulate or prevent the
firing of guns, pistols or any kind of fire arms in said Town;
to prevent immoderate riding or driving through the
streets of said Town of any vehicle of any character what-
soever; to prevent indecent exhibits of every kind; to pre-
serve order and to secure persons and property from
violence, danger or destruction; to prevent the obstruction
of the streets and sidewalks of the said Town by unneces-
sary assemblies of persons; to protect public and private
property, sidewalks, streets and shade and ornamental
trees from injury and destruction; to provide for the in-
troduction of electricity into said Town and to grant unto
any body corporate or individual or partnership franchises
for the use of the streets of the Town for that purpose;
to promote the morality, health, convenience and safety
of the inhabitants of said Town, to provide for fire pro-
tection, police protection and for lights upon the streets
and highways of the said Town; and to borrow money on
the notes of the said Town; provided that the aggregate
amount of any outstanding notes shall at no time exceed
the sum of Five Hundred Dollars ($500. 00); provided
further that nothing herein contained shall be taken or
construed to impose upon The Commissioners of Pittsville
the duty or responsibility to open, close, hard-surface,
maintain or repair the streets and other highways within
the Town of Pittsville or in any way change, altar \ or
diminish the existing or future duties and responsibilities
of the State of Maryland and/or of the County Commis-
sioners of Wicomico County in respect to streets and
highways within unincorporated towns in said Wicomico
County.
