and the property thereof. Said certificate shall also clearly
state all necessary Federal priorities or preference ratings
have been obtained for any critical materials or equipment
to be used in the construction of said Fire Department
building or for any of the apparatus or equipment to be
acquired, and said Fire Board shall state in said certificate
its opinion as to whether said critical materials, equip-
ment or apparatus are obtainable in view of present war
conditions. At the conclusion of said certificate said Fire
Board shall certify that the Hillandale Volunteer Fire De-
partment, Incorporated, is ready to proceed with the pro-
gram and shall request the County Commissioners of Mont-
gomery County to make available to said Hillandale Volun-
teer Fire Department, Incorporated, a sum of money, not
exceeding in any event the sum of Twenty Thousand Dol-
lars ($20, 000. 00), in order to assist said Hillandale Volun-
teer Fire Department, Incorporated, to carry out said pro-
gram in whole or in part. Upon receipt of said certifi-
cate and upon finding the same to be in compliance with
the requirements of this section, the Board of County Com-
missioners of Montgomery County shall proceed forthwith,
by resolution, to provide for the borrowing of the neces-
sary funds and the evidencing of said borrowing by the
issue and sale of the coupon bonds of the County. Said
bonds may be issued and sold at public or private sale and
without referendum, in the discretion of the County Com-
missioners of Montgomery County, and the issue thereof
is hereby specifically exempted from the provisions of Sec-
tion 224 of the Code of Public Local Laws of Montgomery
County and also from the provisions of Sections 34, 35 and
36 of Article 31 of the Code of Public General Laws of
Maryland (1939 Edition). Said bonds shall be issued in
denominations of One Thousand Dollars each, to bear in-
terest at a rate not to exceed four per centum (4%) per
annum and to mature serially over a period of twenty (20)
years, accounting from the date of issue of such bonds.
Under no circumstances shall an amount in excess of
. Twenty Thousand Dollars ($20, 000. 00) be borrowed pur-
suant to the authority of this Act, nor shall the aggregate
par amount of said bonds exceed Twenty Thousand Dol-
lars ($20, 000. 00), and if the full amount of Twenty Thou-
sand Dollars ($20, 000. 00) is borrowed, then the bonds
issued in evidence of said borrowing shall be issued to
mature in equal annual serial installments of One Thou-
sand Dollars ($1, 000. 00) each over said period of twenty
(20) years. Said bonds shall be signed by the President
of the County Commissioners of Montgomery County and
the corporate seal of said County shall be affixed to each
