land (1939 Edition and 1943 Supplement), title "Deaf, Dumb,
and Blind", sub-title "Public Assistance to the Needy Blind",
relating to residence requirements and support from rela-
tives of persons receiving assistance and liens against the
estates of those who have received assistance under the pro-
visions of this Article.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 12, 15, 19 and 31 of Article 30 of the Anno-
tated Code of Maryland (1939 Edition and 1943 Supplement),
title "Deaf, Dumb, and Blind", sub-title "Public Assistance to
the Needy Blind", be and they are hereby repealed and re-
enacted, with amendments, to read as follows:

12. (Definitions. ) As used in this sub-title "State Depart-
ment" means the State Department of Public Welfare, created
under Article 88A of the Annotated Code of Maryland, and any
amendments thereto or supplements thereof.

"County Board" means the County Welfare Board of the
several counties in this State or the Department of Public
Welfare of Baltimore City, created and existing under Article
88A of the Annotated Code of Maryland and any amend-
ments thereto or supplements thereof.

"Applicant" means a person who has applied for public
assistance under this sub-title.

"Recipient" means any person who is receiving public assist-
ance under this sub-title.

"Public Assistance" means money payments to needy blind
individuals and payments necessary for services for such indi-
viduals.

15. (Eligibility for Public Assistance to the Needy Blind. )
Public assistance shall be granted under this sub-title to any
person who

(a) Lost his eyesight while a resident of the State, or shall
have resided in the State continuously for a period of one year
immediately preceding the filing of the application for public
assistance. In the event that future Federal legislation shall
require the abolition of State residence requirements as a con-
dition for Federal matching, the aforegoing State residence re-
quirement shall be considered abrogated and rendered null and
void simultaneously with the effective date of such Federal
enactment.

(b) Has not sufficient income or other available resources to
provide a reasonable subsistence compatible with decency and
health. Support from relatives shall be regarded as a potential
resource and evaluated as to amount and availability, as de-
termined by rule and regulation of the State Department. No
provision of this sub-section shall be repealed by any other
