not produce desired results in securing the persons considered
by me to be the best qualified for the work.
Because I consider the present system to be operating satis-
factorily, I feel it would be hazardous to depart from it
without the assurance of having experienced men to exercise
the authority for all releases. Therefore, I am vetoing this bill.
PENSIONS.
SENATE BILL 275.
AN ACT to repeal and re-enact, with amendments, Section 96
of Article 65 of the Annotated Code of Maryland (1943
Supplement), title "Militia", sub-title "Re-employment of
Persons in Military Service", relating to pension rights of
State employees absent in military service.
This enactment relates to pension rights of State employees
absent in military service. While its purpose is commendable,
it must be noted that the bill requires the State or any agency
thereof to make contribution on behalf of such employees
as it would have made if such employee had not been absent.
Despite this provision, no suggestion was made to have an
amount included in the Budget sufficient to care for this obli-
gation that would be imposed upon the State.
The Budget having been passed with no provision having
been made for the inclusion of such an item, the purpose of the
bill would be defeated and, therefore, I have concluded that
this enactment should be vetoed.
RACING.
HOUSE BILL 744.
AN ACT to repeal and re-enact, with amendments, Section 14
of Article 78B of the 1943 Supplement to the Annotated Code
of Maryland, title "Racing Commission", to authorize the
issuance of licenses for racing meetings to the Baltimore
County Fair Association, Inc.
This bill would authorize the issuance of licenses for racing
meetings to an organization to be known as the "Baltimore
County Fair Association, Inc. " When the measure was intro-
duced it included authority for licensing an additional race
track in Carroll County and throughout the debate on the bill
in the General Assembly the addition of the Carroll County
track to the list of authorized racing locations was considered
