This official informs me that it was generally understood
at the time of the payment that the amount was in compen-
sation of any claim which former Officer Hammen had against
the Department. In view of the circumstances and of the
Commissioner's attitude, I feel that I must veto the bill.
BALTIMORE COUNTY.
HOUSE BILL 203.
AN ACT to repeal and re-enact, with amendments, Sub-section
(a) of Section 3 of Article 33 of the Annotated Code of
Maryland (1943 Supplement), title "Elections", sub-title
"Supervisors of Elections", to provide for audit of expenses
of the Supervisors of Elections of Baltimore County by the
Baltimore County auditor and the presentation of separate
bills or statements for each item of expense and the payment
of each item separately by the County Commissioners of
Baltimore County.
House Bill 203 relates to Supervisors of Election of Balti-
more County and provides payment of salaries to Election
Supervisors. This bill is in conflict with the State-wide
election bill passed at a recent session and, therefore, I am
vetoing it.
HOUSE BILL 375.
AN ACT to add a new section to Article 3 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Baltimore
County", sub-title "Trailers", said new section to be known
as Section 773F and to follow immediately after Section
773E, as said section and sub-title were enacted by Chapter
646 of the Acts of 1943, giving the County Commissioners of
Baltimore County authority to prohibit and regulate trailer
camps.
House Bill 375 gives the County Commissioners of Baltimore
County authority to prohibit and regulate trailer camps. This
bill is considered an unnecessary duplication of the existing
law. The Attorney General questions the validity of the pro-
visions and the County Commissioners of Baltimore County
request its disapproval. Therefore, I am vetoing H. B. 375.
