1956 JOINT RESOLUTIONS.
WHEREAS, it is understood that the Board of Engineers for
Rivers and Harbors, a division of the War Department, is pre-
paring plans for the construction of a series of reservoirs
throughout the Potomac River Basin, the building of which,
if approved, will necessitate large appropriations of Federal
funds by the Congress; and
WHEREAS, it is further understood that the project was
planned as a flood control measure but will not, in fact,
effectuate that purpose, whereas, flood control in the area
affected may be more effectively accomplished by application
of less expensive and approved soil conservation measures; and
" WHEREAS, the construction of these reservoirs will result in
the loss as a source of revenue of many thousands of acres of
valuable farm land in Montgomery, Washington, Frederick
and Allegany Counties, as well as in neighboring States by the
raising of the water levels in the Potomac River and in the
tributaries of the Potomac; and
WHEREAS, any gain to be derived from the construction of
these reservoirs bears no reasonable relationship to the loss
and injury which their construction will entail; therefore, be it
Resolved by the General Assembly of Maryland, That the
Congress of the United States be and it is hereby requested not
to appropriate any funds for the construction of a system of
reservoirs or dams throughout the Potomac River Basin; and
be it further
Resolved, That the Secretary of State be and he is hereby
directed to send a copy of this Resolution, under the Great
Beal of the State of Maryland, to the President of the United
States Senate, to the Speaker of the House of Representatives
and to each of the Representatives from Maryland in the
United States Congress.
