4300. An ordinance or ordinances may be passed by any
incorporated town in Cecil County in the exercise of the grant
of power contained in Section 430A of this sub-heading within
thirty days after the filing with the proper governmental
agency of said town whether called the "Mayor and Council"
or any other name, of a petition signed by one-fifth of all
the voters of said town, who were qualified and entitled to
vote at the last preceding general or special election, and
requesting the passage of such ordinance or ordinances, pro-
vided that any incorporated town in said county may, in its
discretion, pass such ordinance or ordinances even though no
such petition has been filed as aforesaid.

430D. Sections 560 and 576 of Article 27 of the Annotated
Code of Maryland (1939 Edition), title "Crimes and Punish-
ments", sub-title "Sabbath Breaking", shall not apply to any
incorporated town in Cecil County, and shall be repealed in
so far as said sections prohibit motion pictures on Sunday
in said incorporated towns; provided, however, that said re-
peal shall not take effect until an ordinance passed in the
exercise of the power granted under the provisions of Sec-
tion 430A of this sub-heading has been approved by the voters of
the said respective incorporated towns, as provided in Section
430B of this sub-heading, but shall be repealed only as to such
incorporated town or towns in which such ordinance has been
passed and approved in accordance with the provisions of this
sub-heading, but as to all other such incorporated towns, the
said Sections 560 and 576 of said Article 27 shall continue
and remain in full force and effect as if this sub-heading had
not been passed.

430E. The authority and power granted by this sub-head-
ing to the several incorporated towns in Cecil County shall
be exercised by the corporate bodies of said incorporated
towns, whether known and designated as "Mayor and City
Council", "Mayor and Town Council, " or by any other name,
and the authority and power granted by this sub-heading
shall be exercised by each of the incorporated towns in Cecil
County to the same extent as if said authority and power had
granted and conferred in the particular Act or Acts incor-
porating each of said incorporated towns, and it is hereby
declared to be the intention of the General Assembly of Mary-
land, that the authority and power conferred and granted by
this sub-heading; are hereby conferred upon each of the in-
corporated towns in Cecil County to the same extent as if a
separate Act had been passed conferring said authority and
power upon each of said incorporated towns by name.
