sion of the Court, once given, shall be final and effective at once,
and no further appeal shall lie to the Court of Appeals, nor
shall there be any other remedy in any other court by way of
mandamus, injunction, certiorari or otherwise.

(c) Any such school or educational institution shall be open
for inspection by the State Superintendent of Schools, or his
designated agent, at all reasonable times. Every such school or
educational institution shall be required to furnish such infor-
mation and reports from time to time as the State Superin-
tendent of Schools shall deem necessary and proper in the man-
ner and on forms prescribed by him.

(d) The provisions of this Act shall not apply to private
business schools, dancing schools, schools of music, schools of
pure and fine art, and schools of dramatic art, nor shall any
person, firm, corporation, or private organization which is en-
gaged in training exclusively physically handicapped persons
for the State Department of Education be required to secure a
license.

(e) The State Superintendent of Schools is hereby author-
ized to issue rules and regulations not inconsistent with this
Act to supplement and implement the purposes and provisions
hereof. Such rules and regulations, when approved by the
State Board of Education and filed with the Clerk of the Court
of Appeals and the Bureau of Legislative Reference, shall have
the force and effect of law.

(f) Any person, firm, corporation or association violating
any of the provisions of this Act, or violating the rules and
regulations promulgated under the provisions hereof, shall be
deemed guilty of a misdemeanor and fined not less than Fifty
Dollars (f 50. 00) nor more than One Hundred Dollars ($100. 00)
for each offense.

SEC. 2. And be it further enacted, That this Act shall take
effect July 1, 1945.

(House Bill 721)

AN ACT to add 19 new sections to the Code of Montgomery
County (1939 Edition, being Article 16 of the Code of Public
Local Laws of Maryland), title "Montgomery County", sub-
title "Justices of the Peace and Constables", said new sec-
tions to be known as Sections 547A to 547S, inclusive, to be
under the new sub-heading "Magistrate for Juvenile Causes",
