meets the financial standard as provided in Section 167,
but the Mayor and City Council of Baltimore and
the Enoch Pratt Free Library, and the County Com-
missioners of Washington County and the Washington
County Free Library, and the funds allotted to either of
them hereunder, shall be exempt from the supervision of
the State Superintendent of Schools and the Division
of Library Extension; and the qualifications of the em-
ployees of / the Enoch Pratt Free Library shall be those
which may be established by the Trustees of said Library;
and the Enoch Pratt Free Library shall be the agency for
the expenditure and administration of that portion of funds
or materials received from the Federal Government which
may be allocated to the Mayor and City Council of Balti-
more by the State Board of Education; and the Enoch Pratt
Free Library shall be exempt from the provisions of Sec-
tions 170 to 178, inclusive, of this Article.
SEC. 1A. And be it further enacted, That in order to
extend the benefits of this Act to the several political sub-
divisions of the State, it is hereby provided that, from the
initial appropriation, not more than $5, 000. shall be avail-
able to any one political sub-division of the State.
SEC. 2. And be it further enacted, That this Act shall
take effect January 1, 1946.

AN ACT to repeal and re-enact with amendments Section
4 of Article 64A of the Annotated Code of Maryland
(1939 Ed. ), title "Merit System, " increasing the salary
of the Commissioner of State Employment and Regis-
tration.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 4 of Article 64A of the Annotated Code of
Maryland (1939 Ed. ), title "Merit System, " be and the
same is hereby repealed and re-enacted with amendments
so as to read as follows:
4. There shall be appointed by the Governor a person
of ability and integrity who shall be known as the Com-
