the library, and may sell at public or private sale any such
property, when the same is no longer needed for library
purposes, but no property shall be so sold until after such
sale has been advertised for at least two weeks before the
date of sale.
167. State funds shall be provided for expenditures
authorized under this sub-title, as follows:
(a) Whenever in any county, a county library is estab-
lished or is operating under this sub-title and the County
Commissioners of such county levy a tax of not less than
two (2) cents on each one hundred dollars ($100. ) of as-
sessed valuation of taxable property subject to the full
rate, or shall annually appropriate a lump sum equivalent
thereto for the support of said library, the county is then
eligible to receive an annual grant from the State-aid fund
for books. Any funds at present appropriated for Library
Service, as defined by this Act, shall be considered a credit
towards the required annual appropriation as above
defined. The tax shall be levied and collected, in the same
manner as other general taxes of the county are levied and
collected, and when collected shall be known as the Public
Library Fund.
(b) For those counties in which county libraries have
been established or are operating under this sub-title, the
State budget shall provide annually a general State-aid fund
for books, which shall be based upon the latest regular
Federal census, as follows: (1) for each county having a
population of 30, 000 persons or less, the annual grant for
books shall be a total equivalent to eight (8) cents per
capita of the county population; (2) for each county
having a population of more than 30, 000 and not greater
than 100, 000 persons, the annual grant for books shall be
a total equivalent to six (6) cents per capita of the
county's population; (3) for each county having a popula-
tion of more than 100, 000 and not greater than 200, 000
persons, the annual grant for books shall be a total equiva-
lent to four (4) cents per capita of the county's population;
(4) for each county having a population of more than
200, 000 persons, the annual grant for books shall be a total
equivalent to two (2) cents per capita of the county's
population.
(c) The State Superintendent of Schools shall authorize
the payment to the County Board of Library Trustees of any
county in which a library shall be established or operating
under this sub-title, those funds subject to its order to
which the county and the library may be entitled, and such
funds shall be added to the Public Library Fund. The State
Superintendent of Schools shall require that all such funds
