ed in the said Board of County Commissioners sitting as a
District Council for said Silver Spring Business District and
shall be administered by said District Council in the same
manner in which said Board administers the affairs of the
Montgomery County Suburban District sitting as a District
Council, provided, however, that all on site expenses for the
operation of the said off-street parking system must be paid
from the special taxes hereinabove authorized, or from the
funds derived by the installation and operation of parking
meters within said Silver Spring Business District as herein-
after authorized, or from fees received for the parking of
automobiles or other vehicles for the use of the parking facili-
ties hereinabove authorized.

1039D. The County Commissioners of Montgomery County
sitting as a District Council for said Silver Spring Business
District are hereby authorized to purchase, install, maintain
and operate parking meters along any street or highway or alley
located within said Silver Spring Business District or upon
any parking site located therein, provided, however, that be-
fore placing any parking meters upon any State highway in
said District the said District Council shall first obtain ap-
proval thereof from the State Roads Commission of Maryland.
The County Commissioners aforesaid sitting as said District
Council are authorized to fix and charge parking meter fees,
and fees for the use of any such parking site or lot, and the
revenue received therefrom shall be applied toward the cost,
improvement, maintenance and operation of the parking sites
or lots as provided in this sub-title.

1039E. Commercial and industrial sites and their improve-
ments are to be exempted from the special taxes authorized by
this sub-title if and when they provide as much general park-
ing as may be required in any general ordinance that said Board
of County Commissioners, sitting as a District Council, may
adopt for the portion of Montgomery County lying within the
Maryland-Washington Regional District, for other or new
commercial or business districts now or hereafter located
within said Maryland-Washington Regional District in Mont-
gomery County.

1039F. The Montgomery County Police Force is hereby
directed to enforce both the general and local public laws and
any and all ordinances which may be adopted by the said Board
of County Commissioners throughout the extent of the off-
street parking spaces authorized by this sub-title in the same
manner that they are now required by law to enforce said laws
and ordinances in the public streets and alleys of Montgomery
County.
