date in whose place he is nominated. In any such case, the
Absentee Resident desiring to vote for such new candidate
may do so by writing in the name of such candidate in the
blank space to be provided in the Absentee Ballot.

Any Absentee Ballot voted for a person who has ceased to be
a candidate shall not be counted for such candidate but such
vote shall not invalidate the remainder of such Ballot.

130A. Every Absentee Resident, as herein defined, shall be
entitled to vote in the manner provided in this sub-title for
candidates for State-wide, Congressional, judicial, legislative
and local offices, and for the delegates and party committees
hereinafter mentioned, in the primary election and general
election to be held in 1946, and also to vote in said manner
upon constitutional amendments and other questions which
may be submitted to the voters. The term "local offices", as
used herein, shall include all County offices and similar offices
in Baltimore City, but shall not include municipal offices of
an incorporated city or town for which candidates are elected
in municipal elections.

The several Boards of Supervisors of Elections shall appoint
the required number of judges and clerks, as provided by law,
not later than May 1, 1946.

The primary election shall be held on June 24, 1946. All
candidates for nomination for State-wide, Congressional, judi-
cial, legislative or local offices, for Delegates to party conven-
tions, or for members of the managing bodies, executives or
executive committees of a party, shall file their certificates
with the Secretary of State or Board of Supervisors of Elec-
tions, as the case may be, on or before April 15, 1946, and the
Secretary of State immediately upon receipt thereof, shall
certify those filed with him to the proper Boards of Super-
visors of Elections.

The State Conventions of the political parties shall meet
according to the party rules or usage within thirty (30) days
after said primary election. All nominations made by such
Conventions shall be certified promptly to the Secretary of
State, who shall immediately thereafter certify to the proper
Boards of Supervisors of Elections the name and description
of each person nominated for office.

On or before July 24, 1946, constitutional amendments and
all other questions to be placed upon the ballots shall be certi-
fied to the Boards of Supervisors of Elections.

No candidate shall withdraw within sixty-five (65) days
preceding the primary or general election. The Boards of
Supervisors of Elections shall not be required to print the name
of any candidate upon any ballots unless the provisions of this
section have been complied with.
