61. (a) The Supervisors of Elections of Baltimore City
shall deliver to the Police Commissioner of Baltimore City, not
more than three days and not less than one day preceding the
election, the binders containing the precinct cards of every pre-
cinct of said city, together with the cards of instruction there-
for, and the ballot box for each precinct in which paper ballots
shall be used, the latter being locked, with the key in the lock,
and containing the package of ballots for said precinct, and the
specimen ballots, the specimen ballot labels for the precincts in
which voting machines shall be used, and all blanks, indelible
pencils, stationery and other equipment and supplies required
for such election. And the said Police Commissioner shall re-
ceipt therefor, and shall deliver or cause the same to be delivered
to the judges of election of the respective precincts at or be-
fore the opening of the polls on the day of election. Said
Board of Supervisors shall keep a record of the time when
such deliveries are made by them and of the particulars thereof.
They shall also cause the voting machines to be delivered at
the polling places of the several precincts in which such ma-
chines are to be used at least one hour before the time for open-
ing the polls.
(b) The Supervisors of Elections of the several counties shall,
not more than three days prior to every election and not less
than one, make up into sealed packages for each precinct the
two registers or the binders containing the precinct cards for
said precinct, together with the cards of instruction and the key
of the ballot box for each precinct in which paper ballots shall
be used, having first placed in the ballot box the ballots for
said precinct, the specimen ballots, the two poll books, the
specimen ballot labels for precincts in which voting machines
shall be used, and all blanks, indelible pencils, stationery and
other equipment and supplies required for such elections, and
shall deliver or cause the same to be delivered to the judges
of elections of the respective precincts at or before the end
of the day preceding the day of election. They shall also cause
the voting machines to be delivered at the polling places in
which such machines are to be used at least one hour before
the time set for opening the polls.
(c) Said Board of Supervisors of Elections of the several
counties shall retain said surplus ballots equal to 10% of the
total number of voters as shown by the registry books of
any county as aforesaid in their care, or that of an official
designated by them who shall supply them to any judge of
election who shall make requisition therefor in writing, stating
their first supply of ballots has been exhausted or that for any
cause additional ballots are needed; the Board of Supervisors
of Elections of the several counties shall, in like manner, keep
a record of the time when such deliveries are made by them
