37. No certificate of nomination shall contain the name
of more than one nominee for each office to be filled. No per-
son shall join in nominating more than one nominee for each
office to be filled and no person shall accept a nomination to
more than one office.
38. The Secretary of State and the several Boards of Super-
visors of Elections shall cause to be preserved in their respec-
tive offices for two years all certificates of nomination filed
with them under the provisions of this Article. All such
certificates shall be open to public inspection.
39. Except in cases provided for by Section 43 and cases
of special election to fill vacancies in office caused by death,
resignation or otherwise, and except in cases of nominations
which are made at the primary election, such certificates of
nomination shall be filed respectively with the Secretary of
State in cases of nominations for State-wide offices, and in
cases of nominations for offices where the certificate is required
to be filed with the Supervisors of Elections, with the Board
of Supervisors of Elections not later than fifteen days before
the day on which the primary election is held or should be
held under the primary election law. Within thirty days
after the filing of any such petition, the Secretary of State,
in cases of nomination petitions filed with him, shall cause
to be published at least once in a daily newspaper of general
circulation throughout the State the names of all signers of
any such petition together with an explanation of the nature
of the petition to which said persons' names are affixed.
Where said nomination petitions are filed with the Board of
Supervisors of Elections, said Board within thirty days after
the filing of such petition shall cause to be published at least
once in a newspaper of general circulation throughout the
County, the names of all of the signers of any such petition
together with an explanation of the nature of the petition to
which such persons' names are affixed. The filing fees required
by Sections 48 and 50 of this Article, shall accompany any
nomination petition filed, as aforesaid. In case of any vacancy
which may exist in respect to any office or Delegates to Con-
vention, by reason of there being no candidate to file for the
same in any such primary election such vacancy shall be
filled and the certificate of nomination filed with the Secretary
of State or the Board of Supervisors of Elections, as the case
may be, not later than fifteen days before the day on which
the primary is held or should be held under the primary elec-
tion law.
