ing. The cost of proceedings in all cases heard under this
section shall be one-half of those provided for and usual under
existing law and no attorney's appearance fee shall be taxed
as part of such costs. Exceptions may be taken to any ruling
of the court at the hearing of any such petition and appeal
allowed to the Court of Appeals as in other cases; all such
appeals shall be taken within five days from the date of the
decision complained of and shall be heard and decided by the
Court of Appeals as soon after the transmission of the record
as practicable.

28. In Baltimore City at least once each month and in each
county on the last day of January and July in each year (a)
the Commissioner of Health of Baltimore City and the Health
Officer of the several counties shall file with the Board of Super-
visors of Elections of their respective city or counties, as the
case may be, a list of the names and residence addresses (if
known) of all persons over twenty-one years of age reported
deceased within said city or county since the date of the last
such report; (b) the Clerk of the Criminal Court of Baltimore
City and the Clerk of the Circuit Court for each county shall
file with said respective Boards the names and addresses (if
known) of all persons convicted in said respective courts of in-
famous crimes since the date of the last such report; (c) the
Clerk of the Court of Common Pleas in Baltimore City and the
Clerk of the Circuit Court for each county shall file with said
respective Boards the former and present names of all women
residents of said city or county, as the case may be, over the
age of twenty-one years, whose names have been changed by
marriage since the date of the last such report; (d) the Clerk
of the Circuit Court and of the Circuit Court No. 2 of Balti-
more City and of the Circuit Court for each county shall file
with said respective Boards the former and present names and
residence addresses (if known) of all persons whose names
have been changed by decree or order of court since the date of
the last such report. Said Boards may also in their discretion
make such arrangements as seem practicable with the postal
authorities in said city or counties respectively and with the
water department and public service companies serving persons
therein to receive notices of changes in address of persons re-
ceiving mail or using such services in said city or county and
pay a reasonable compensation for the necessary clerical service
involved.

29. (a) Whenever the death or conviction of infamous
crime of any registered voter shall be reported as above pro-
vided, the Board of Supervisors of Elections shall cause to be
mailed to the address of such voter, as it appears upon the
registration books or records, a notification that such death
