who shall be appointed by the Governor in the same manner
and on the same terms and conditions as the Supervisors of
Elections are appointed and who shall belong to the other lead-
ing political party from that to which the clerk to the Board of
Supervisors shall belong, shall constitute a Permanent Board
of Registry for said county. The members of said Board of Reg-
istry shall take and subscribe the same oath as is prescribed in
Section 7 of this Article for judges of election and shall devote
their entire time to the duties of their office which shall be per-
formed at the office of the Board of Supervisors or at such other
places as may be designated by said Supervisors, and which
shall include the registration, transfers, affiliation, or changes of
affiliation of voters and such other duties as may be from time
to time prescribed by the Board of Supervisors. In case of the
absence of a member of said Permanent Board on account of
illness or other cause, he shall designate some other person of
the same political party to act in his place under the same con-
ditions and terms as in the case of absent judges of election.
The Boards of Supervisors of Elections in each such county may
also in their discretion set up such supplemental Boards of
Registry as from time to time they may deem necessary to aid
and expedite the work of the Permanent Board; such supple-
mental Boards shall consist of two members, each of opposite
political parties, and shall be appointed one by the Supervisor
representing the majority party and one by the Supervisor
representing the chief minority party as the said parties are
now or may hereafter be constituted in this State. The sala-
ries and compensation of members of the Permanent and Sup-
plemental Boards of Registry and of persons designated as
herein above provided to act in place of a member of the Per-
manent Board in case of the latter's absence, shall be fixed as
provided in Section 4 of this Article, except that in Washing-
ton County the member of the Permanent Board of Registry
appointed by the Governor shall receive annually a salary of
$1200. and $300. for expenses, to be paid in equal monthly
installments.
25. When the boundaries of any precinct shall be changed,
it shall be the duty of the Supervisors of Elections to correct
and transfer the registration forms or, cards of the registered
voters affected thereby and to notify such voters by mail of
such transfer and change. A voter's registration shall not be
invalidated by such alteration or transfer nor shall the right
of any voter be prejudiced by any error in filing or in making
out the list of voters or in making any change or transfer.
26. (a) In Baltimore City at least twenty-nine days before
