making or otherwise in connection with any loan of Fifteen
Hundred Dollars ($1, 500) or less shall, for the purposes of
regulation of this Article, be deemed "charged", except com-
missions received as an insurance agent or broker licensed by
the State Insurance Commissioner of Maryland on insurance
written as permitted under this Article, provided that such
insurance is not sold at unlawful rates,

190. (Pre-existing Contract. ) This sub-title or any part
thereof may be modified, amended, or repealed so as to effect a
cancellation or alteration of any license or right of a licensee
hereunder, provided that such cancellation or alteration shall
not impair or affect the obligation of any pre-existing lawful
contract between any licensee and any borrower.

191. (Short Title. ) This sub-title shall be known and may
be cited as the "Maryland Industrial Finance Law."

192. The provisions of Article 11 of the Maryland Code,
Sections 63 to 103, do not apply to this sub-title "Industrial
Finance Companies. "

SEC. 2. And be it further enacted, That the provisions of
this Act are severable, and if any of its provisions shall be
held unconstitutional, the decision of the Court shall not affect
any of the remaining provisions of this Act. It is hereby
declared to be the legislative intent that this Act would have
been adopted had such unconstitutional provisions not been
included.

SEC. 3. And be it further enacted, That all laws or parts of
laws inconsistent with the provisions of this Act, be and they
are hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That the effective date
of this Act shall be July 1, 1945.
