all vehicles not in motion shall be parked or placed with their
right side parallel, and within 12 inches of the curb or im-
proved surface on the right hand side of the highway, except in
city streets or on highways where traffic is permitted to move
in one direction only, in which case they shall be parked or
placed with their right side parallel, and within 12 inches of
the curb or, improved surface on the right hand side, or their
left side parallel, and within 12 inches of the curb or im-
proved surface on the left hand side of the said street.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 186.
(House Bill 12)

AN ACT to add a new section to Article 48A of the Anno-
tated Code of Maryland (1939 Edition), title "Insurance",
sub-title "Fraternal Beneficial Associations", said new sec-
tion to follow immediately after Section 187 and to be known

as Section 187A, relating to the approval of certificate forms
of fraternal beneficial associations.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 48A of the Annotated Code of Maryland (1939 Edi-
tion), said new section to follow immediately after Section
187 and to be known as Section 187A, and to read as follows:

187A. (Approval of Certificate Forms. ) No fraternal ben-
efit certificate shall be issued or delivered in this State unless
a copy of the form thereof shall have been filed with the In-
surance Commissioner and approved by him. No application
form shall be used with, and no rider and no endorsement,
shall be attached to, or printed or stamped upon such certifi-
cate unless the form of such application, rider or endorse-
ment, has been filed with the Insurance Commissioner and
approved by him. The Insurance Commissioner shall, within
a reasonable time after the filing of any such form, notify
the insurer filing the same of his approval or his disapproval
of such form. The Insurance Commissioner may disapprove
any such certificate, application, rider or endorsement, if he
finds the same contains any provision, or has any title, head-
