ment of an assistant clerk necessary to handle said collections,
the said Magistrate is hereby authorized to employ said assist-
ant clerk at a salary of $1, 200. 00 per annum, payable monthly
in equal installments out of said fund, or the said Magistrate
may pay the sum of $400. 00 per annum, payable in equal
monthly installments to the Clerk of the Juvenile Court, and
the sum of $400. 00 per annum, payable in equal monthly in-
stallments to the Probation Officer of the Juvenile Court, and
the sum of $400. 00 per annum, payable in equal monthly in-
stallments to said Magistrate in compensation of their services
incident to the collection and disbursement of said money, and
said Magistrate shall pay out of said fund all expenses for
stationery, postage, banking charges, taxes, and other expenses
incident to the collection and disbursement of said money. In
the event that said fund is not sufficient to pay the compensa-
tion and expenses as above set forth, there shall be a propor-
tionate deduction in the compensation above provided for,
which shall be calculated and adjusted at the end of each cal-
endar year hereafter or at such time or times as said Magis-
trate may determine in order to prevent a deficit in said fund;
in the event of a surplus in said collection fund at the end of
any calendar year after the passage of this Act, the said sur-
plus in said collection fund shall be paid over in the proportion
of two-thirds to the County Commissioners of Washington
County and one-third to the Mayor and Council of Hagerstown.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 184.
(House Bill 193)

AN ACT to repeal and re-enact, with amendments, Section 568,
Sub-section "g" (1), of Article 22 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Washington Coun-
ty", sub-title "Justices of the Peace and Constables", sub-
heading "Juvenile Court", as amended by Chapter 526 of
the Acts of 1941, to clarify the provisions of said section.
