immediately after Section 141 of said Article, prescribing
the manner in which any blind or partially blind pedestrian
may secure the right-of-way at certain street crossings or
intersections.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
66 1/2 of the Annotated Code of Maryland (1943 Supplement),
title "Motor Vehicles", sub-title "Operation of Vehicles Upon
Highways", said new section to be known as Section 141A,
to follow immediately after Section 141 of said Article, and
to read as follows:
141A. At any street or road crossing or intersection where
the movement of traffic is not regulated by a traffic officer or
by traffic control signals, any blind or partially blind pedes-
trian shall be entitled to the right-of-way at such crossing or
intersection if he shall, before attempting to cross, extend
before him at arm7s length a cane of white color, or white
tipped with red. Upon receiving such a signal, all vehicles at
or approaching such crossing or intersection shall immediately
come to a full stop, leaving a clear lane through which such
person may pass, and they shall remain stationary until such
person has completed the passage of such crossing or inter-
section. Nothing in this section shall be construed as affecting
the movement of traffic at any crossing or intersection where
the movement of traffic is regulated by a traffic officer or by
traffic control signals.
Any operator of a vehicle who violates the provisions of this
section shall be deemed guilty of a misdemeanor and, upon
conviction thereof, shall be fined not less than One Dollar
($1. 00) nor more than One Hundred Dollars ($100. 00). Any
person who is not blind or partially blind and who shall use
or carry a cane of white color, or white tipped with red, in
the manner described in this section, shall be deemed guilty
of a misdemeanor and, upon conviction thereof, shall be fined
not less than One Dollars ($1. 00) nor more than Twenty-five
Dollars ($25. 00).
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay, vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
