a fine of not more than $250 or by imprisonment for not more
than three months or by both such fine and imprisonment.
SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1945.

AN ACT to add thirteen new sections to the Montgomery
County Code (1939 Edition—being Article 16 of the Code
of Public Local Laws of Maryland), title "Montgomery
County", to be under sub-title "Merit System", said new
sections to be known as Sections 676 to 688, inclusive, and
to follow immediately after Section 675A of said Code, pro-
viding for the establishment of a Merit System for certain
employees of Montgomery County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That thirteen new sections be and they are hereby added
to the Montgomery County Code (1939 Edition—being Article
16 of the Code of Public Local Laws of Maryland), title "Mont-
gomery County", to be under sub-title "Merit System", said
new sections to be known as Sections 676 to 688, inclusive, to
follow immediately after Section 675A of said Code, and to
rea as follows:
MERIT SYSTEM
676. The County Commissioners of Montgomery County
shall appoint one person who shall be known as the County
Civil Service Commissioner, and who shall hold office for a
term of four (4) years and until his successor shall qualify.
The term of the first commissioner shall begin on August 1,
1945. Any vacancy shall be filled by the County Commissioners
for the unexpired term. The Commissioner shall receive an
annual salary the amount of which shall be determined by the
County Commissioners.
677. Any person who holds employment, whether perma-
nent or temporary, in the service of any department, com-
mission, board, office or institution of Montgomery County,
which comes within the direct administrative and executive
jurisdiction of the Board of County Commissioners of Mont-
