RECONSTRUCTION, BETTERMENTS, AND ADDI-
TIONS' TO THE STATE SYSTEM OF ROADS,
AND FOR OTHER COLLATERAL ROAD PUR-
POSES, before providing for equalization of Federal
Funds. From the Commission's share in the sources
' of income shown in this section, together with accu-
mulated and unencumbered balances thereto, the
State Roads Commission shall reserve the sum of
Four Million, Four Hundred Thousand Dollars
($4,400,000.00) and so much of said sum as may
be required shall be used and expended, with other
funds, and under certain conditions, as may be au-
thorized by the General Assembly at the 1945 Ses-
