CHAPTER 12,
(Senate Bill 8)
AN ACT to repeal Sections 33 to 37, inclusive, of Article 95 of
the Annotated Code of Maryland (1939 Edition), title
"Treasurer", said sections relating to the assignment of the
Northern Central Railway Company mortgage held by the
State to secure a loan.
WHEREAS, these sections were enacted by Chapter 127 of
1916 for the purpose of borrowing a sum of money at that time
and are no longer necessary; therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 33 to 37, inclusive, of Article 95 of the
Annotated Code of Maryland (1939 Edition), title "Treasurer",
be and they are hereby repealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 13.
(Senate Bill 9)
AN ACT to repeal and re-enact, with amendments, Section
162D of Article 81 of the Annotated Code of Maryland (1943
Supplement), title "Revenue and Taxes", sub-title "Refund
of Taxes", relating to the payment of interest on certain tax
refunds,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 162D of Article 81 of the Annotated Code of
Maryland (1943 Supplement), title "Revenue and Taxes", sub-
title "Refund of Taxes", be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
162D. All claims for the refund of special taxes, fees,
charges, penalties or interest which may be allowed under the
provisions of this sub-title shall be certified to the Comptroller,
who, if no appeal is pending, shall cause the same to be paid
out of any funds appropriated for that purpose. Interest at
