thorized to be issued by this Act for the purposes specified in
this Act. Said Commission is hereby authorized and em-
powered to construct, establish, design, extend, maintain and
operate a sewage treatment plan, sanitary sewerage system,
including sewer trunk lines, force mains, lateral sewers, inter-
cepting sewers and pumping stations, and a garbage incinera-
tor plant within Wicomico County and shall have authority
to acquire by gift, purchase, lease or condemnation all lands
either in fee or as an easement, improvements, water courses
and water rights necessary therefor. Whenever resort shall
be had to acquisition by condemnation the proceedings shall be
instituted under Article 33A, title "Eminent Domain", of the
Annotated Code of Maryland, Edition of 1939, and all amend-
ments thereto.

SEC. 5. And be it further enacted, That the said Commission
shall cause surveys, studies, plans, specifications and esti-
mates to be made for the establishment and construction of a
sewage treatment plant, sanitary sewerage system, including
sewer trunk lines, force mains, lateral sewers, intercepting
sewers and pumping stations and a garbage incinerator plant
for the City of Salisbury, which may be located and estab-
lished outside the corporate limits of said City and within
Wicomico County. Whenever plans shall have been completed
for this project, or any part thereof, and the said Commission
shall have decided to proceed with the construction thereof,
it shall advertise by notice in such newspapers or technical
press as they may deem proper for bids for the construction
of said work, in part or as a whole, as in their judgment may
appear advisable. The contract shall be let to the lowest
responsible bidder or the said Commission may reject any
and all bids, and, if in their discretion the prices quoted are
unreasonable, they may readvertise the work, or any part of
it, or may do any part or all of the work by day labor; pro-
vided, that at any time the said Commission may, in their
discretion, expend by day labor for construction work an
amount not exceeding Two Thousand Dollars ($2, 000. 00) with-
out advertising or receiving bids. The said Commission may,
however, purchase the necessary machines, tanks, devices
pipe, supplies and all electrical, chemical and mechanical
equipment, as in their discretion may be deemed advisable, and
may advertise, as aforesaid, for bids for the construction, al-
teration, establishment and extension of any other units of
said project, in whole or as a part. All contracts shall be pro-
tected by such bonds, penalties and conditions as the said
Commission shall require, all of which shall be enforceable
in any court of competent jurisdiction.
