ers; and provided further, that a plat of the road so dedicated
shall be furnished with and made a part of said deed and
recorded therewith and a duplicate plat shall be furnished
for preservation among the records of the County Commission-
ers of Baltimore County.

SEC. 4. And be it further enacted, That a new section be
and the same is hereby added to Article 3 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Balti-
more County", sub-title "Roads and Streets", said new section
to be known as Section 599, to follow immediately after Sec-
tion 598 of said Article and to read as follows:

599. Whenever it shall become necessary, in the discretion
of the County Commissioners to lay out or construct any
sewer, drain or ditch across or under the property of any in-
dividual or corporation for the purpose of draining the surface
water from any public highway heretofore existing or here-
after dedicated by grant, condemned or declared to be a public
highway as provided in this Act, said County Commissioners
of Baltimore County in addition to their general power, shall
have the power to lay out and construct the same in accord-
ance with the procedure for the opening, altering, relocating
or closing of county roads, and to assess the benefits and
award the damages arising therefrom in the same manner.
When any sewer, drain or ditch is so constructed for the pur-
pose of carrying off surface water from the roads as afore-
said, said County Commissioners shall have the right to allow
connections to be made therewith from private property upon
such terms as they may decide proper or just. The revenues
derived from such source shall be applied to the benefit of
the county roads and highways.

SEC. 5. And be it further enacted, That Section 601 of
Article 3 of the Code of Public Local Laws of Maryland (1930
Edition), title "Baltimore County", sub-title "Roads and
Streets", as the same was repealed and re-enacted by Chap-
ter 517 of the Acts of 1939 and Section 601A of said Article
as the same was enacted by Chapter 517 of the Acts of 1939,
be and the same are hereby repealed and re-enacted, with
amendments, to read as follows:

601. The Roads Engineer of Baltimore County shall have
the power and authority to approve in writing the general
plan of streets, avenues and highways which may be adopted
by the County Commissioners of Baltimore County, or as any
plan so adopted may be amended. Said Roads Engineer may
formulate a general plan of laying out and locating streets,
alleys and highways in Baltimore County, and recommend the
