1040 LAWS OF MARYLAND. [CH. 830

651A. That without the special permission of the Legis-
lature of Maryland, the authority of the Mayor and Commis-
sioners of Westernport to borrow money upon the faith and
credit of the Municipality of Westernport shall \ be limited to
funds for proper municipal purposes and at no time shall such
borrowing power or authority to incur obligations for the pay-
ment of money exist in excess of a total then existing debt
amount to one and one-half per cent, of the amount of assess-
able property in said town of Westernport.

SEC. 2. And be it further enacted,. That this Act is hereby
declared to be an. emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 830.
(House Bill 698)

AN ACT to add a new section to Article 93 of the Annotated
Code of Maryland (1943 Supplement), title "Testamentary
Law", sub-title "Account", said new section to be known as
Section 5B, to follow immediately after Section 5A of said
Article, relating to the administration of estates of certain
deceased members of the armed forces of the United States
whose only assets are compensation due from the United
States.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
93 of the Annotated Code of Maryland (1943 Supplement),
title "Testamentary Law", sub-title "Account", said new sec-
tion to be known as Section 5B, to follow immediately after
Section 5A of said Article3 and to read as follows:

5B. (a). If the administrator or executor of the estate of
a member of the armed forces of the United States dying in
active service in World War II, whose assets consist only of
compensation due from the United States for said service, pub-
lishes once in substantially the form provided in Section 116 of
this Article, notice to creditors of such estate to exhibit their
claims within thirty days after such notice, he shall not, after
