Governor shall authorise the educa-
tion of said, person in the Pennsyl-
vania Institution for the, or the Co-
lumbian Institution for the education
of the, and blind, for a term not ex-
ceeding seven years, and draw his
warrant upon the Treasurer of the
State, for $160 per annum for each,
person taught by his authority in
such institution; provided the whole
expense shall not exceed $5, 000 in
