violate the provisions of this article or of any other
law or of the Constitution of the State, touching
elections, shall be guilty of a misdemeanor and be
subject to imprisonment for not less than six months
for each and every such offence, upon indictment
and conviction therefor in a court of competent
jurisdiction as well as to a penalty of one thousand
dollars to be recovered in a civil action by said
board of police in the name of the State.

SEC. 25. If any person shall prevent or hinder
or attempt or conspire with any other person or
persons to prevent or hinder any voter from exer-
cising his right of suffrage in the city of Balti-
more, by threat, intimidation, violence or any other
unlawful means, whether before or during election
time, or shall detain or imprison any person or per-
sons with the view or intent of causing, procuring
or forcing such person or persons to vote illegally
or against his or their will or under compulsion in
any precinct in said city, such person so offending
and every person who shall be guilty of wilfully
voting or offering to vote illegally or causing or
procuring any other person to vote illegally in any
precinct of the said city, shall on conviction there-
of be adjudged guilty of felony and be sentenced
to not less than two nor more than six years im-
prisonment in the penitentiary, and it shall be
deemed illegal within the meaning of this article
to vote or offer to vote in more than one precinct
of more than once in any precinct at any election,
or without being constitutionally or legally quali-
fied, or in violation of the Constitution or of this
article or of any other law, and all acts made pun-
ishable under the thirty-fifth article of the Code of
General Laws in relation to elections when com-
mitted within or with reference to any election
district or districts of any county, are hereby de-
clared to be illegal when committed within or in
reference to any election precinct or precincts afore-
said.

SEC. 26. Any two or more persons who shall
during any election in the city of Baltimore assem-
ble, conspire or combine together for the purpose of
driving any voter or voters from the polls or pre-
venting or obstructing or beating, injuring or in-
timidating any voter or voters in coming to and
returning from the polls, and any person or per-
sons who shall assault, wound, beat or otherwise
