JOINT RESOLUTIONS

(Senate Joint Resolution 1)
Joint Resolution requesting the State Planning Commission
to prepare a functional plan for the comprehensive develop-
ment of the Patapsco River Valley as a recreational and
conservation demonstration area.
WHEREAS, the Patapsco River Valley Commission promul-
gated in 1946 a long-range plan for the development of a
15,000-acre recreational area to serve the needs of the one and
a quarter million residents of Baltimore City and Anne
Arundel, Baltimore, Carroll, and Howard Counties; and
WHEREAS, the growing population of the Greater Baltimore
Area is urgently in need of the type of recreational facilities
proposed; and
WHEREAS, the State Planning Commission, the Department
of State Forests and Parks, the Board of Natural Resources,
arid other State, local, and quasi-public agencies and civic
groups have pointed to the vast: opportunities for the develop-
ment of the Patapsco River Valley as a recreational and con-
servation demonstration area; now, therefore, be it
Resolved by the General Assembly of Maryland, That the
State Planning Commission be and it is hereby directed to
make a complete and comprehensive survey of the Patapsco
River Valley for the purpose of preparing a functional plan
for the area's long-range recreational and conservation uses;
and be it further
Resolved, That the Board of Public Works be and it is
hereby requested to make available funds for such study and
survey not exceeding Ten Thousand Dollars ($10,000); and
be it further
Resolved, That the said Commission be and it is hereby
directed to submit its report and recommendations, together
with any proposed legislation, to the Governor, the Legislative
Council, the Mayor and City Council of Baltimore, and the
Commissioners of Anne Arundel, Baltimore, Carroll, and
Howard Counties on or before October 1, 1950.
